Trim excess fat from the sirloin steak and slice it into thin strips about 2 inches long. Season with salt and black pepper, then set aside.
Peel and thinly slice the carrots. Cut the red bell pepper into thin strips and chop the broccoli florets into bite-sized pieces. Mince the garlic and grate the ginger. Slice the green onions thinly and separate the white and green parts.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the sirloin strips in batches, ensuring they are in a single layer. Cook for 2-3 minutes on each side until browned but not fully cooked through. Remove the sirloin from the skillet and set aside.
In the same skillet, heat another tablespoon of vegetable oil. Add the minced garlic, grated ginger, and the white parts of the green onions. Sauté for 30 seconds until fragrant.

Reduce the heat to medium and return the cooked sirloin strips to the skillet. Add the soy sauce and mix well to combine all ingredients. Cook for another 2-3 minutes until the sirloin is fully cooked and the flavors are well blended.
Sprinkle the green parts of the green onions over the stir-fry. Taste and adjust seasoning with additional salt or soy sauce if needed.
