In a large mixing bowl, combine the ground chicken, breadcrumbs, grated Parmesan cheese, egg, minced garlic, chopped parsley, salt, and black pepper. Mix gently until all ingredients are evenly incorporated.
Shape the mixture into small meatballs, about 1 1/2 inches in diameter, and place them on a plate or tray.
Heat 1 tablespoon of olive oil in a large pot over medium heat. Add the meatballs in batches, cooking them until lightly browned on all sides, about 5 minutes. Remove the meatballs from the pot and set them aside. They do not need to be fully cooked at this stage.
In the same pot, add the remaining 1 tablespoon of olive oil. Sauté the diced onion, sliced carrots, and celery over medium heat until softened, about 5 minutes.
