Preheat your oven to 350°F (175°C) and prepare a 9x13-inch baking dish by lining it with parchment paper or greasing it lightly.
In a large mixing bowl, combine the all-purpose flour, rolled oats, brown sugar, and salt. Stir until well mixed.
Add the melted unsalted butter to the dry ingredients and stir until the mixture becomes crumbly but holds together when pressed.
Press two-thirds of the oat mixture evenly into the bottom of the prepared baking dish to form a crust. Reserve the remaining one-third for the topping.
