In a medium saucepan over medium heat, combine 1 cup water, 0.5 cup unsalted butter, 1 tablespoon granulated sugar, and 0.25 teaspoon salt. Bring the mixture to a boil.
Once boiling, reduce heat to low and add 1 cup all-purpose flour. Stir vigorously with a wooden spoon until the mixture forms a smooth ball, about 1-2 minutes.
