Preheat your oven to 450°F (230°C).
Place the red bell peppers on a baking sheet and roast for 25 minutes, turning once halfway through. You want the peppers' skin to be blackened and blistered.
While the peppers are roasting, soak the raw cashews in hot water for at least 10 minutes to soften them.
Once the peppers are roasted, remove them from the oven and allow them to cool slightly. Then, peel off the blackened skin, remove the seeds and stem, and roughly chop the peppers.
Drain the cashews and add them to a high-speed blender along with the roasted peppers, garlic cloves, lemon juice, olive oil, smoked paprika, sea salt, black pepper, and water.
Blend on high until the mixture is smooth and creamy. Adjust seasoning to taste.
