In a large bowl, combine almond flour, arrowroot powder, and coconut flour. Mix well to incorporate the flours together.
In a separate bowl, whisk together the eggs and water until thoroughly combined. Gradually add the wet ingredients to the dry ingredients, stirring until a dough forms. Knead slightly until the dough is smooth. Let the dough rest for 10 minutes.
In a skillet over medium heat, add the ground beef and cook until browned, breaking it apart with a wooden spoon.
