In a medium pot, combine the white rice, water, and salt. Bring to a boil over medium-high heat, then reduce the heat to low and cover. Simmer for 18-20 minutes or until the rice is tender and the water is fully absorbed.
While the rice cooks, finely dice the shallot and set aside. Chop the fresh parsley and set aside as well.
