Peel the potatoes and cut them into chunks. Place them in a pot of salted water and bring to a boil. Cook until the potatoes are tender, about 15-20 minutes. Drain well and mash until smooth. Set aside to cool slightly.
In a skillet, heat 1 tablespoon of vegetable oil over medium heat. Add the ground pork and cook until browned and cooked through, breaking it into small pieces. Remove from heat and let it cool.
In a large mixing bowl, combine the mashed potatoes, cooked ground pork, grated carrot, chopped scallions, cilantro, fish sauce, salt, and black pepper. Mix until everything is evenly combined.

In a deep pan or skillet, heat 500ml of vegetable oil over medium heat until it reaches 350°F (175°C).
Fry the croquettes in batches, making sure not to overcrowd the pan. Cook each batch for about 3-4 minutes, turning occasionally, until golden brown and crisp on all sides.
Remove the croquettes with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
