Prepare the filling: Heat 1 tablespoon of cooking oil in a wok or large skillet over medium heat.
Sauté the minced garlic and shallots until fragrant, about 1-2 minutes.
Add the julienned carrots and sliced cabbage, stirring frequently for 3-4 minutes until slightly tender.
Stir in the bean sprouts, soy sauce, salt, and white pepper. Cook for another 2 minutes, then remove from heat. Let the filling cool to room temperature.
Prepare the spring roll adhesive: In a small bowl, mix the all-purpose flour and water into a smooth paste. This will be used to seal the rolls.
Assemble the loempia: Lay a spring roll wrapper flat on a clean surface with one corner facing you (creating a diamond orientation). Place 2-3 tablespoons of the vegetable filling near the corner closest to you.
Fold the bottom corner of the wrapper over the filling, then fold in the two side corners to create an envelope shape. Roll the wrapper tightly away from you, sealing the top corner with a small dab of the flour paste.
Repeat the process with the remaining wrappers and filling.
Heat the cooking oil in a deep pan or wok over medium heat until it reaches 180°C (356°F).
Carefully fry the spring rolls in batches, 3-4 at a time, for 3-4 minutes or until golden brown and crispy. Use tongs or a slotted spoon to remove the spring rolls and drain on a paper towel-lined plate.
Serve the loempia hot with your favorite dipping sauce, such as sweet chili sauce or peanut sauce.
