  • 2 Bay leaves
  • 2 tablespoons Oil
  • 1 teaspoon (adjust to taste) Salt
  • 0.5 teaspoon (freshly ground, adjust to taste) Black pepper
  • 2 stalks (chopped for garnish) Scallions
  • 0.25 cup (optional, for garnish) Fried shallots

Directions

Step 1

Heat a large pot over medium heat and add the oil.
