In a medium saucepan, combine 350 ml water, minced garlic, vegan bouillon cube, soy sauce, salt, and ground white pepper. Bring the mixture to a boil over medium heat.
Once boiling, remove the saucepan from heat and allow the mixture to cool until warm.
In a large mixing bowl, combine tapioca flour and all-purpose flour. Gradually pour the warm liquid mixture into the flour, stirring continuously with a wooden spoon or spatula until a dough forms.
Knead the dough with your hands until it is smooth and not sticky. If the dough is too sticky, add more tapioca flour, a tablespoon at a time, until it reaches the desired consistency.
Take a small portion of the dough (about a teaspoon-sized) and roll it into a ball. Repeat until all the dough is used.
Prepare a steamer with boiling water. Carefully place the tapioca balls in the steamer basket, ensuring they are not touching each other.

While the cilok are steaming, prepare the peanut sauce. In a small saucepan, combine peanut butter, coconut milk, palm sugar, lime juice, and vegetable oil. Heat over low heat, stirring continuously until the sauce is smooth and thickened. Adjust the consistency with water if it becomes too thick.
Once the cilok are cooked, remove them from the steamer and let them cool for a few minutes.
Serve the steamed cilok warm, drizzled with the peanut sauce. Garnish with optional chopped cilantro and sliced chili for added flavor and color.
