In a large mixing bowl, combine the flour, instant yeast, granulated sugar, and salt. Stir well to mix all dry ingredients together.
Warm the almond milk slightly until it's lukewarm (about 100°F/38°C). This can be done in the microwave for 30-40 seconds. Stir in 2 tablespoons of the melted vegan butter.
Pour the wet ingredients into the dry ingredients. Mix using a wooden spoon or a dough hook until a sticky dough forms.
Turn the dough out onto a lightly floured surface. Knead for about 8-10 minutes until the dough becomes smooth and elastic.
Place the dough in a lightly greased bowl. Cover with a clean kitchen towel or plastic wrap and let it rise in a warm place until it doubles in size, about 1 hour.
Preheat your oven to 375°F (190°C) and lightly grease a 9x13 inch baking dish.
Once the dough has risen, punch it down to release the air. Divide it into 12 equal pieces and shape each piece into a ball.
Place the dough balls in the prepared baking dish, leaving a little space between each roll.
In a small bowl, mix the remaining 2 tablespoons of melted vegan butter with garlic powder and nutritional yeast. Brush the tops of the rolls with this mixture.
Cover again and let it rise in a warm area for another 20-30 minutes until the rolls are puffy.
Bake the rolls in the preheated oven for 20-25 minutes, or until golden brown on top.
If desired, brush the hot rolls with a little more melted vegan butter and sprinkle with chopped fresh parsley before serving.
