Preheat your oven to 350°F (175°C) and line two baking sheets with parchment paper.
In a small bowl, mix the flaxseed meal and water to create a flax egg. Let it sit for 5 minutes to thicken.
In a medium bowl, whisk together the all-purpose flour, baking powder, baking soda, and salt. Set aside.
In a large bowl, beat the softened vegan butter and granulated sugar together using an electric mixer until light and fluffy, about 2-3 minutes.
Add the vanilla extract, flax egg, and almond milk to the butter mixture, beating until well combined.
Gradually add the dry ingredient mixture to the wet ingredients, mixing until just combined. Do not overmix.
Using a tablespoon or a cookie scoop, form dough balls and place them on the prepared baking sheets, spacing them about 2 inches apart.
