Heat the milk until lukewarm (about 37°C/98°F). Sprinkle the yeast and sugar over the milk, stir gently, and let it sit for 10 minutes until the mixture becomes foamy.
In a large mixing bowl, combine the flour and salt. Add the yeast mixture and melted butter. Mix until a rough dough forms.
Knead the dough on a floured surface for 8–10 minutes until smooth and elastic. Alternatively, use a stand mixer with a dough hook for 5 minutes.
Place the dough in a lightly oiled bowl, cover it with a clean kitchen towel, and let it rise in a warm spot for 1 hour or until it doubles in size.
Punch down the dough and divide it into 12 equal pieces. Shape each piece into a smooth ball and arrange them in a greased baking dish, leaving a little space between each ball for rising.
Cover the baking dish and allow the dough balls to rise for 30 minutes.
