Preheat your oven to 375°F (190°C). Spray a 9x13-inch baking dish with cooking spray and set aside.
Heat olive oil in a large skillet over medium heat. Add the diced onion, minced garlic, and diced bell pepper. Sauté until softened, about 5 minutes.
Add the ground turkey or beef to the skillet. Cook until browned and fully cooked, breaking it up with a spoon as it cooks, about 7 minutes.

Pour the remaining enchilada sauce evenly over the top of the casserole.
Cover the casserole with aluminum foil and bake in the preheated oven for 20 minutes.
Remove the foil and bake for an additional 10-15 minutes, or until the cheese is melted and bubbly.
Remove from the oven and let sit for 5 minutes before serving.
