In a large mixing bowl, combine the flour and 1 teaspoon of salt.
Gradually add water to the flour and mix until a dough forms.
Knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Wrap the dough in plastic wrap and let it rest for at least 30 minutes.
Meanwhile, prepare the filling by finely chopping the onion and combining it with the minced meat in another bowl.
Add 1 teaspoon of salt, ground black pepper, and cumin seeds to the meat mixture and mix thoroughly.
