Place the peeled and cubed potato in a small saucepan, cover with water, and bring to a boil over medium-high heat. Cook until fork-tender, about 10 minutes. Drain and mash the potato until smooth. Set aside.
In a large skillet over medium heat, combine the ground pork and ground beef. Cook, stirring occasionally, until the meat is browned and fully cooked, about 8–10 minutes. Drain any excess fat.
Add the finely chopped onion and minced garlic to the skillet. Cook until the onion is softened and fragrant, about 5 minutes.
Stir in the mashed potato, water, cinnamon, allspice, ground cloves, salt, and black pepper. Lower the heat to medium-low and simmer the mixture for 10–15 minutes, stirring occasionally, until the flavors are fully combined and the mixture has thickened slightly.
Remove the skillet from the heat and let the filling cool slightly while you prepare the pastry crust.
Preheat your oven to 400°F (200°C).
Roll out one portion of the pastry dough on a floured surface to fit the bottom of a 9-inch pie dish. Gently press the dough into the dish and trim any overhanging edges.
Spoon the cooled meat filling into the prepared pie crust and spread it out evenly.
Roll out the second portion of pastry dough to fit as the top crust. Place it over the filling and trim any excess. Pinch the edges of the top and bottom crusts together to seal. Use a fork or your fingers to create a decorative edge if desired.
