Wash and trim the ends of the green beans. Pat them dry completely with a towel to prevent splattering during cooking.
In a small bowl, mix the soy sauce, dark soy sauce, hoisin sauce, rice vinegar, sugar, water, and cornstarch until well combined. Set aside.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat until hot.
Add the green beans and stir-fry for 5–6 minutes, or until they are blistered and tender but still crisp. Remove the beans from the skillet and set aside.
In the same skillet, add the remaining 1 tablespoon of vegetable oil. Add the Szechuan peppercorns and dried red chilies, stirring for 30 seconds to release their aroma.
Add the minced garlic and ginger to the skillet. Stir-fry for another 30 seconds until fragrant, being careful not to burn them.
Add the ground pork to the skillet. Break it up with a wooden spoon and cook for 4–5 minutes, or until it is browned and fully cooked.
Return the green beans to the skillet and toss to combine with the pork.
Stir the prepared sauce, then pour it into the skillet. Stir everything together and let it cook for 2–3 minutes until the sauce has thickened slightly.
Sprinkle the chopped scallions over the dish and give it a final stir. Remove from heat.
Serve immediately with steamed rice or noodles for a complete meal.
