Slice the beef into thin strips against the grain. Place the beef strips in a bowl and toss with 2 tablespoons of cornstarch until evenly coated. Set aside.
Dice the red and green bell peppers into bite-sized pieces. Peel and slice the onion into wedges. Mince the garlic and grate the ginger.
In a small bowl, whisk together the pineapple juice, ketchup, soy sauce, rice vinegar, brown sugar, 1 tablespoon of cornstarch, and water to make the sweet and sour sauce. Set aside.
Heat 2 tablespoons of vegetable oil in a large skillet or wok over medium-high heat. Add the beef strips in batches and cook for 1-2 minutes on each side until browned but not fully cooked through. Remove the beef and set aside.
In the same skillet, add the remaining tablespoon of vegetable oil. Stir-fry the garlic and ginger for 30 seconds until fragrant.
Add the diced bell peppers and onion to the skillet. Stir-fry for 3-4 minutes until slightly softened but still crisp.
Add the cooked beef back into the skillet along with the pineapple chunks. Pour the sweet and sour sauce over the beef and vegetables. Stir well to coat everything evenly.
Cook the mixture for an additional 5 minutes, stirring frequently, until the sauce thickens and the beef is fully cooked.
Remove from heat and garnish with sesame seeds and sliced scallions.
Serve hot over steamed rice or noodles. Enjoy!
