Peel and grate the daikon radish. Reserve any liquid from the grating process.
Place the grated radish and its liquid in a pot. Add 200 milliliters of water and cook over medium heat for about 10 minutes until softened. Drain and reserve the liquid.
Rehydrate the dried shiitake mushrooms and dried shrimp in hot water for 15–20 minutes. Once softened, chop the mushrooms, shrimp, and Chinese sausage into small pieces.
Finely dice the shallots and garlic.
Heat the sesame oil in a pan over medium heat. Fry the shallots and garlic until fragrant, then add the dried shrimp, mushrooms, and Chinese sausage. Cook for 2–3 minutes. Set aside.
In a mixing bowl, combine rice flour, cornstarch, cooked radish liquid, and the remaining water to form a smooth batter.
Stir the cooked radish, stir-fried ingredients, white pepper, and salt into the batter.
Grease a heatproof baking pan or bowl and pour the mixture into it. Smooth the top with a spatula.
Steam the mixture in a steamer over high heat for 50–60 minutes. Check for doneness by inserting a toothpick—it should come out clean.
Let the cake cool completely before slicing into portions.
Optional: Pan-fry slices of the turnip cake until golden and crispy on both sides before serving.
