In a large mixing bowl, combine the all-purpose flour, baking powder, and salt. Mix well to ensure the dry ingredients are evenly distributed.
In a separate small bowl, dissolve the active dry yeast in the warm water. Let it sit for about 5 minutes, or until the mixture becomes frothy.
Create a well in the center of the flour mixture and pour in the yeast mixture, along with the warm milk, and 1 tablespoon of vegetable oil.
Using a whisk, combine the ingredients until you achieve a smooth, batter-like consistency. The mixture should be quite thick, but still able to pour slowly.
Cover the bowl with a clean kitchen towel and let the batter rise in a warm area for about 1 hour, or until it has doubled in size and is bubbly.
