Rinse the toor dal thoroughly and pressure cook it with 2 cups of water and 1/2 teaspoon of turmeric powder for 3-4 whistles, or until soft and mushy. Mash the cooked dal and set it aside.
Soak the tamarind pulp in 1/4 cup of warm water for 10 minutes. Extract the juice and set it aside.
Heat 1 tablespoon of oil in a large pot. Add the mustard seeds and let them splutter. Add the curry leaves, dried red chilies, and a pinch of asafoetida. Sauté for a few seconds.
Add the chopped onion and sauté until translucent. Then, stir in the chopped tomatoes and cook until they soften.
Add the mixed vegetables, sambar powder, and a dash of salt. Stir well and cook for 2-3 minutes to coat the vegetables with the spices.
Pour in the tamarind juice and 2 cups of water. Bring the mixture to a boil and then reduce the heat to a simmer. Cook until the vegetables are tender, about 10-12 minutes.
Once the vegetables are cooked, add the mashed toor dal to the pot. Mix well and adjust the consistency by adding more water if needed.
Let the sambar simmer for another 5-7 minutes to meld the flavors, stirring occasionally. Taste and adjust salt as needed.
In a small pan, heat 1 tablespoon of oil for tempering. Add mustard seeds and let them pop. Add curry leaves and dried red chilies. Pour this tempering over the sambar.
Garnish with freshly chopped cilantro and serve hot with steamed rice, dosa, or idli.
