Cut the stem of each artichoke so that it is flush with the base. Remove any tough outer leaves and trim about 1 inch off the top of the artichoke. Use kitchen scissors to snip off the sharp tips of the remaining leaves.
Slice the lemon in half. Rub the cut surfaces of the artichokes with one lemon half to prevent browning. Reserve the other half for the garlic lemon butter.
Fill a large pot with 4 cups of water and place a steamer basket inside. Bring the water to a simmer over medium heat.
Place the prepared artichokes stem-side down into the steamer basket. Sprinkle the salt and black pepper evenly over the artichokes.
Cover the pot with a lid and steam the artichokes for 25–30 minutes or until the outer leaves pull off easily and the base is tender when pierced with a knife.
While the artichokes are steaming, prepare the garlic lemon butter. Mince the garlic cloves finely. In a small saucepan, melt the butter over low heat. Add the minced garlic and sauté for 1–2 minutes until fragrant and lightly golden.
Squeeze the juice of the remaining lemon half into the melted butter. Stir in 1 tablespoon of olive oil and mix well. Keep warm over low heat until ready to serve.
Once the artichokes are done, remove them from the steamer and let them cool slightly before serving.
Serve the steamed artichokes with the garlic lemon butter as a dip. To eat, pull off the leaves, dip the fleshy base into the butter, and scrape the tender part with your teeth. Enjoy!
