Place the flank steak on a cutting board and cover it with plastic wrap. Pound the steak with a meat mallet until it is about 1/4-inch thick and evenly flattened.

Starting from one long edge, tightly roll the steak into a log shape. Secure the roll by either tying it with kitchen twine at 1-inch intervals or inserting toothpicks to hold it together.
Heat the remaining 1 tablespoon of olive oil in an oven-safe skillet over medium-high heat. Sear the steak roll for 1-2 minutes on each side until browned.
Transfer the skillet to the preheated oven and bake for 18-20 minutes, or until the internal temperature of the steak reaches 135°F (medium-rare) or 145°F (medium), depending on your preference.
Remove the steak pinwheel from the oven, cover it loosely with foil, and let it rest for 5 minutes.
Slice the steak into pinwheels, cutting carefully between the toothpicks or twine. Remove any twine or toothpicks before serving.
