Preheat your oven to 350°F (175°C). Line a 12-cup muffin tin with cupcake liners.
In a medium mixing bowl, whisk together the flour, sugar, baking powder, and salt.
In a large mixing bowl, beat the butter with a hand mixer or stand mixer on medium speed until creamy.
Add the eggs, one at a time, to the butter, mixing well after each addition. Then, mix in the vanilla and peppermint extracts.
Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with dry ingredients. Mix until just combined.
Add the green gel food coloring to the batter and gently mix until the color is evenly distributed. Adjust the amount of food coloring if needed to achieve the desired shade of green.
Divide the batter evenly among the cupcake liners, filling each about two-thirds full.
Bake for 18-20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean.
Remove the cupcakes from the oven and allow them to cool in the pan for 5 minutes before transferring them to a wire rack to cool completely.
While the cupcakes cool, prepare the buttercream frosting. In a large mixing bowl, beat the butter on medium-high speed until smooth and fluffy.

Mix in the vanilla extract and heavy cream, then increase the speed to high and beat for 2-3 minutes, or until the frosting is light and fluffy.
Once the cupcakes are completely cool, frost each one using a piping bag or a spatula.
