Preheat your oven to 375°F (190°C) and line a large baking sheet with parchment paper.
In a large mixing bowl, combine the ground beef, ground pork, breadcrumbs, eggs, milk, garlic powder, onion powder, salt, and black pepper. Mix until evenly combined, but avoid overmixing.
Spread the meat mixture onto a rectangle of parchment paper, forming an even layer about 1/2 inch thick and roughly 10x12 inches in size.
Lay the ham slices evenly over the meat mixture, leaving a small border around the edges.
Steam or blanch the broccoli florets for 2-3 minutes to soften slightly, then spread them evenly over the ham.
Sprinkle 1 cup of shredded cheddar cheese over the broccoli layer.
