Trim the ends of the green beans and cut them in half if they are long. Wash and pat them dry.
Slice the scallions into 2-inch pieces, separating the white and green parts.
Mince the garlic and grate the ginger.
In a small bowl, mix together the soy sauce, hoisin sauce, sriracha or chili garlic sauce, sesame oil, and water. Set aside.
Heat a large skillet or wok over medium-high heat and add 2 tablespoons of vegetable oil.
Add the green beans to the skillet and stir fry for 5-6 minutes, until they are tender with some charred spots. Remove them from the pan and set aside.
Add another teaspoon of oil to the skillet, then toss in the white parts of the scallions, garlic, and ginger. Stir fry for 30 seconds, until fragrant.
Return the green beans to the skillet and pour in the sauce mixture. Toss everything together to coat the beans evenly in the sauce.
Add the green parts of the scallions and crushed red pepper flakes (if using). Stir fry for another 1-2 minutes.
