Preheat your oven to 325°F (165°C).
Pat the beef roast dry with paper towels and allow it to come to room temperature for about 20 minutes.
In a small bowl, mix together the paprika, cayenne pepper, ground cumin, black pepper, salt, oregano, and red chili flakes.
Rub the spice blend all over the beef roast, pressing it into the surface to adhere.
Heat the olive oil in a large ovenproof Dutch oven or heavy skillet over medium-high heat.
Sear the beef roast on all sides until a golden-brown crust forms, about 3-4 minutes per side. Remove the roast from the pot and set it aside.
In the same pot, add the minced garlic and sliced onion, sautéing for 2-3 minutes until fragrant and softened.
Pour in 1 cup of beef broth to deglaze the pot, scraping up any browned bits with a wooden spoon.
Return the beef roast to the pot and add the remaining cup of beef broth, along with the carrots and potatoes around the sides of the roast.
Cover the pot with a lid or foil and transfer it to the preheated oven.
Roast the beef for approximately 2.5 to 3 hours, or until the meat is tender and easily pulls apart with a fork.
Halfway through cooking, check the liquid level and add a little water or broth if necessary to keep the roast moist.
Once the beef is done cooking, remove it from the oven and let it rest for 10-15 minutes before slicing.
