Preheat your oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish and set aside.
Bring a large pot of salted water to a boil. Cook the spaghetti according to the package instructions until al dente. Drain and set aside.
In a large skillet, heat the olive oil over medium heat. Add the diced onion and cook for 2-3 minutes, or until softened. Add the minced garlic and cook for another minute until fragrant.
Add the ground beef to the skillet and cook until browned, breaking it into smaller pieces with a wooden spoon. Season with salt, black pepper, Italian seasoning, and red pepper flakes (if using).
Pour the marinara sauce and water into the skillet with the beef. Stir to combine and bring to a simmer. Reduce heat and let simmer for 5 minutes.
In a mixing bowl, combine the cream cheese, sour cream, and 1/2 cup of shredded mozzarella cheese until smooth and creamy.
Take half of the cooked spaghetti and spread it evenly in the prepared baking dish. Spread half of the cream cheese mixture over the spaghetti, followed by half of the meat sauce. Repeat the layers with the remaining spaghetti, cream cheese mixture, and meat sauce.
Sprinkle the remaining shredded mozzarella cheese and the grated Parmesan cheese evenly over the top of the casserole.
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. Remove the foil and bake for an additional 10-15 minutes, or until the cheese is melted and bubbly.
Remove the casserole from the oven and let it rest for 5 minutes before serving. Garnish with chopped fresh parsley, if desired. Serve warm and enjoy!
