In a small bowl, combine the warm milk, water, and granulated sugar. Stir until the sugar is dissolved.
Sprinkle the active dry yeast over the milk mixture and let it sit for 5-10 minutes until it becomes frothy.
In a large mixing bowl, combine the all-purpose flour and salt. Mix well.
Make a well in the center of the flour mixture, pour in the frothy yeast mixture, and add the melted butter.
Stir the mixture with a wooden spoon or dough hook attachment of a stand mixer until a dough begins to form.
Knead the dough on a lightly floured surface for about 8-10 minutes, or until it becomes smooth and elastic. If using a stand mixer, knead on medium speed for about 5-7 minutes.
Place the dough in a lightly greased bowl, cover with a damp cloth or plastic wrap, and let it rise in a warm place for about 1 hour, or until it doubles in size.
Once the dough has risen, gently deflate it and divide it into 12 equal portions. Shape each portion into a smooth ball.
Arrange the dough balls in a greased 9x13-inch baking pan, placing them slightly apart to allow room for rising.
Cover the pan with a damp cloth and let the dough rise again for about 30-40 minutes, or until the rolls are puffed up.
Preheat the oven to 375°F (190°C) during the last 15 minutes of the second rise.
Brush the tops of the dough balls with milk to help develop a golden crust.
Bake the pav in the preheated oven for about 15-20 minutes, or until the tops are golden brown and the rolls sound hollow when tapped.
Remove the rolls from the oven and let them cool in the pan for a few minutes before transferring them to a wire rack to cool completely.
Serve the homemade pav warm or at room temperature, perfect to accompany any Indian street food!
