Peel and dice the russet potatoes, then add them to a large pot of salted water. Bring to a boil and cook until fork-tender, about 15 minutes.

Transfer the beef and vegetable mixture to a 9x13-inch baking dish. Spread it out into an even layer.
Spread the mashed potatoes evenly over the beef mixture, making sure to seal the edges to prevent bubbling.
Sprinkle the shredded cheddar cheese evenly over the mashed potatoes.
Bake in the preheated oven for 20 minutes, or until the cheese is melted and bubbly. For a golden crust, broil on high for 2-3 minutes (optional).
