Peel, pit, and finely dice the peaches, then place them in a medium-sized saucepan.
Add 1/3 cup granulated sugar, 2 tablespoons brown sugar, ground cinnamon, ground nutmeg, and vanilla extract to the saucepan. Stir to combine.
Cook the peach mixture over medium heat, stirring occasionally, until the peaches are soft and the mixture thickens (about 8–10 minutes). Remove from heat and let it cool.
In a large bowl, combine the flour, baking powder, 1 tablespoon sugar, and salt. Whisk to mix.
Cut the cold butter into the flour mixture using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
Slowly add the milk, stirring until the dough comes together. If the dough is too sticky, sprinkle in a little more flour.
Turn the dough out onto a floured surface. Knead gently, then roll it out to about 1/4-inch thickness.
Using a 4–5 inch round cutter (or a bowl), cut out circles of dough. Gather and re-roll scraps as needed.
Place about 2 tablespoons of the cooled peach filling in the center of each dough circle. Fold the dough over to form a half-moon shape. Press the edges together, then crimp with a fork to seal.
Heat the vegetable oil in a deep skillet or saucepan over medium heat to 350°F (175°C).
Carefully place the pies into the hot oil in small batches. Fry for 2–3 minutes per side, or until golden brown and crispy.
Remove the pies with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
