Preheat your oven to 190°C (375°F). Line a baking sheet with parchment paper or lightly grease it.
In a large mixing bowl, combine the flour, ground cinnamon, and ground nutmeg.
Add the cubed butter into the dry ingredients, rubbing it in with your fingertips until the mixture resembles fine breadcrumbs.
Stir in the caster sugar, mixed dried fruits, and lemon zest until evenly distributed.
In a separate small bowl, whisk the egg yolks and milk together.
Gradually add the egg and milk mixture into the dry ingredients, mixing until a soft dough forms. If the dough feels too dry, add an extra teaspoon of milk at a time.
On a lightly floured surface, roll out the dough to about 1.5 cm (0.6 inches) thick.
Using a round cookie or biscuit cutter (approximately 6 cm or 2.5 inches in diameter), cut out circles from the dough and place them on the prepared baking sheet.
Optionally, use a knife to score a simple cross mark on the top of each cake. This is a traditional design for soul cakes.
Bake in the preheated oven for 12-15 minutes or until the cakes are lightly golden and firm to the touch.
Allow the soul cakes to cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
Serve warm or room temperature. These soul cakes are delightful on their own or with a cup of tea.
