Begin by gathering and measuring all your ingredients. Slightly crush the green cardamom pods to release their aroma.
In a medium pot, bring 2.5 cups of water to a boil, then add the milk and saffron strands (if using). Reduce the heat to low and keep this mixture warm for later.
Place a heavy-bottomed pan or kadhai on medium heat and melt the ghee.
Add the cashews and almonds to the ghee and sauté for 2-3 minutes, stirring frequently, until golden brown. Remove them with a slotted spoon and set aside. In the same pan, add the raisins and sauté for about 30 seconds until they puff up. Remove and set aside as well.
To the remaining ghee, add the semolina (sooji) and stir well. Roast the semolina on medium-low heat, stirring constantly to prevent burning, for about 8-10 minutes. The semolina should turn golden and emit a nutty aroma.
Gradually pour the warm water-milk mixture into the roasted semolina, stirring continuously to avoid any lumps forming. Be cautious as the mixture might splatter.
Once the liquid is well incorporated, add the sugar and mix until it dissolves completely. The halwa will begin to thicken as you stir.
Add the sautéed nuts and raisins, reserving a few for garnish. Stir in the crushed cardamom pods, ensuring everything is evenly distributed.
Cook the mixture for 2-3 more minutes, or until it reaches your desired consistency. Remove the halwa from heat.
