  • 2 cups uncooked elbow macaroni
  • 0.5 cup heavy cream
  • 2 tbsp fresh parsley, chopped
  • 0.25 cup grated parmesan cheese

Directions

Step 1

In a mixing bowl, combine ground beef, breadcrumbs, milk, egg, garlic powder, onion powder, salt, and black pepper. Mix until evenly combined.
