Thinly slice the beef sirloin against the grain into bite-sized strips.
In a bowl, combine 2 tablespoons of soy sauce, 1 tablespoon of oyster sauce, 1 tablespoon of cornstarch, and 2 tablespoons of water to create a marinade. Add the beef strips and let them marinate for 15 minutes.
While the beef marinates, wash and trim the scallions. Cut them into 2-inch-long pieces.
Mince the garlic cloves finely and set aside.
