  • 1 pound ground beef
  • 1 teaspoon salt
  • 0.5 teaspoon black pepper
  • 1 medium white or yellow onion, diced
  • 1 cup long-grain white rice, uncooked
  • 2 medium carrots, thinly sliced
  • 2 stalks celery, thinly sliced
  • 1 medium green bell pepper, diced
  • 2 cans cans of diced tomatoes (14.5 oz each)
  • 1 cup water
  • 1 cup shredded cheddar cheese (optional)

Directions

Step 1

Preheat your oven to 350°F (175°C).

Step 2

In a large skillet over medium heat, cook the ground beef until browned, breaking it up with a spoon as it cooks. Drain any excess fat.

Step 3

Season the cooked ground beef with salt and black pepper, then stir in the diced onion. Cook for another 2-3 minutes until the onion begins to soften.

Step 4

Spread the uncooked rice evenly over the bottom of a 9x13-inch casserole dish.

Step 5

Layer the cooked ground beef and onions over the rice.

Step 6

Add the thinly sliced carrots as the next layer, followed by the celery, and then the diced green bell pepper.

Step 7

Pour the two cans of diced tomatoes (with their juices) evenly over the layers.

Step 8

Carefully pour the water over the casserole to ensure the rice cooks during baking.

Cover the casserole tightly with aluminum foil and bake in the preheated oven for 90 minutes.

Remove the foil and, if desired, sprinkle shredded cheddar cheese over the top of the casserole. Return to the oven uncovered for an additional 5-7 minutes, or until the cheese is melted.
