Peel and dice the potatoes into small chunks. Boil them in salted water for 12-15 minutes, or until fork-tender. Drain thoroughly and mash until smooth. Set aside to cool.
While the potatoes cook, poach the halibut in a large skillet filled with simmering water for 8-10 minutes, or until the fish flakes easily. Remove from water and let cool, then flake the fish into small pieces, checking for bones.
In a small skillet, melt 1 tablespoon of butter over medium heat. Sauté the shallot for 2-3 minutes until softened. Add the garlic and cook for another 30 seconds. Remove from heat and let cool.
In a large mixing bowl, combine the mashed potatoes, flaked halibut, sautéed shallot and garlic, parsley, dill, lemon zest, and 1/4 teaspoon of salt and pepper. Mix well.
Add the beaten egg to the mixture and stir to combine. Form the mixture into 8 equal-sized patties, about 1.5 cm thick. Place the patties on a baking sheet lined with parchment paper and refrigerate for 15 minutes to firm up.
Set up a breading station with three shallow dishes: one for the flour, one for the beaten egg, and one for the panko breadcrumbs. Dredge each patty in the flour, then dip into the egg, and finally coat with panko, pressing gently to adhere.
Heat the vegetable oil in a deep skillet or Dutch oven over medium-high heat until it reaches 175°C (350°F). Fry the croquettes in batches for 2-3 minutes per side, or until golden brown and crispy. Transfer to a paper towel-lined plate to drain.
