Bring a medium pot of salted water to a boil. Add the orzo pasta and cook until al dente, according to the package instructions (usually 8–10 minutes). Drain and set aside.
While the orzo is cooking, heat 1 tablespoon of olive oil in a large skillet over medium heat. Add the shrimp in a single layer, season with 1/2 teaspoon of salt and 1/4 teaspoon of black pepper, and cook for 2 minutes per side, or until pink and opaque. Remove the shrimp from the skillet and set aside.
In the same skillet, add the remaining 1 tablespoon of olive oil and 2 tablespoons of butter. Once the butter has melted, add the minced garlic and red pepper flakes. Sauté for 1 minute until fragrant.
