Season the beef chuck roast generously with salt and black pepper on all sides.
In a large, heavy-bottomed pot or Dutch oven, heat 2 tablespoons of olive oil over medium-high heat. Sear the beef on all sides until golden brown, about 4-5 minutes per side. Remove the beef and set it aside.
In the same pot, add the remaining 1 tablespoon of olive oil. Add the diced onion and sauté for 4-5 minutes until softened.
Stir in the minced garlic and grated ginger, cooking for an additional 1-2 minutes until fragrant.
Pour in the crushed tomatoes, beef stock, soy sauce, and honey. Stir to combine, scraping the bottom of the pot to deglaze and release any browned bits.

Add the cooked pasta to the beef and ginger sauce, tossing to combine. If the sauce is too thick, add a little reserved pasta water to loosen it to your desired consistency.
Stir in the chopped parsley and basil, reserving a small amount for garnish.
Serve the pasta hot, garnished with the remaining parsley and basil, and sprinkle with grated Parmesan cheese if desired.
