Preheat your oven to 400°F (200°C).
Peel and chop the Yukon Gold potatoes, then place them in a large pot of salted water. Bring to a boil and cook until the potatoes are tender, about 15-20 minutes.
While the potatoes are boiling, heat the olive oil in a large skillet over medium heat. Add the ground lamb and cook until browned, breaking it apart with a wooden spoon. Remove the lamb from the skillet and set aside, draining any excess fat if necessary.
In the same skillet, add the diced onion, carrots, celery, and garlic. Cook until the vegetables are softened, about 5-7 minutes.
Stir in the tomato paste, cooking for 1 minute to develop the flavor. Then, add the beef broth, Worcestershire sauce, dried thyme, salt, and black pepper. Let the mixture simmer for 5 minutes to thicken slightly.
Return the cooked lamb to the skillet and stir to combine. Add the frozen peas and cook for another 2-3 minutes. Remove from heat and set aside.
Once the potatoes are tender, drain and return them to the pot. Add the butter and milk (and optional Parmesan cheese) to the potatoes. Mash until smooth and season with salt to taste.
Spread the lamb and vegetable mixture evenly in a 9x13-inch baking dish. Top with the mashed potatoes, spreading them evenly to cover the filling completely.
If desired, use a fork to create decorative ridges on the mashed potatoes to help them brown. Place the baking dish on the middle rack of the oven and bake for 20-25 minutes, until the top is golden and slightly crispy.
