In a small saucepan, combine the milk, water, and butter. Heat over medium-low heat until the butter has melted and the liquid is warm but not hot to the touch (approximately 110-115°F). Remove from heat and set aside.
In a large mixing bowl, add 2 cups of all-purpose flour, the active dry yeast, sugar, and salt. Stir to combine.
Gradually pour the warm milk mixture into the bowl with the dry ingredients, stirring until the mixture is smooth and well combined.
