Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans or line them with parchment paper.
In a large bowl, sift together the flour, cocoa powder, sugar, baking soda, baking powder, and salt.
Add the eggs, buttermilk, vegetable oil, and vanilla extract to the dry ingredients. Beat on medium speed until the batter is smooth and well combined.
Slowly mix in the boiling water. The batter will be thin, which is normal.
Divide the batter evenly between the prepared cake pans and bake for 30 to 35 minutes or until a toothpick inserted into the center comes out clean.
Allow the cakes to cool in the pans for 10 minutes before transferring them to a wire rack to cool completely.
To prepare the caramel ganache, melt the soft caramels with heavy cream and butter in a small saucepan over low heat, stirring constantly, until smooth and creamy. Allow it to cool slightly.
