In a large mixing bowl, combine the flour, sugar, salt, and instant yeast.
Add olive oil and warm water to the dry ingredients. Mix until the dough starts to come together.
Knead the dough on a lightly floured surface for about 8–10 minutes, or until smooth and elastic.
Place the dough in a greased bowl, cover it with a clean kitchen towel, and let it rise in a warm place for 1 hour or until doubled in size.
While the dough is rising, prepare the topping. In a skillet over medium heat, cook the ground lamb or beef until browned and fully cooked. Drain any excess fat.
