Gather all ingredients and prepare a 9x13-inch glass baking dish or a similar large dish where the layers will set.
Start with the first layer. Dissolve 1 package of flavored gelatin in 1 cup of boiling water. Stir until fully dissolved, then add 1/2 cup of cold water. Mix well and pour into the prepared dish. Place the dish in the refrigerator to set for about 30 minutes or until firm to the touch.
While the first layer sets, prepare the white milk gelatin mixture for alternating layers. In a small bowl, sprinkle 2 packets of unflavored gelatin over 1 cup of room temperature water and let it bloom for 5 minutes. In a separate large bowl, mix the sweetened condensed milk with 2 cups of boiling water. Stir until smooth and fully combined. Add the bloomed unflavored gelatin to the milk mixture and stir until dissolved.
Once the first gelatin layer is firm, pour 1 cup of the milk gelatin mixture gently over the first layer. Use the back of a spoon to break the fall of the liquid so it doesn’t disturb the layer beneath. Refrigerate for another 20-30 minutes until the milk layer is set.
Repeat the layering process with a flavored gelatin layer, alternating with the milk gelatin mixture. Use a different flavored gelatin for each layer until all 7 layers are complete.
Ensure each layer is fully set before pouring the next one. The process will take a few hours as each layer requires 20-30 minutes to set.
Once the final layer is fully set, cover the dish with plastic wrap and refrigerate for at least an additional hour to ensure all layers are firm.
