Rinse the jasmine rice under cold water until the water runs clear. In a medium saucepan, combine the rice and 3.5 cups of water. Bring to a boil, reduce heat to low, cover, and simmer for 18 minutes or until the water is absorbed and rice is tender. Spread the cooked rice onto a baking sheet to cool completely.
Peel and devein the shrimp, and pat dry. Pat scallops dry with paper towels. Toss seafood in a bowl with a pinch of salt and black pepper.
