Preheat your oven to 120°C (250°F) and line two baking sheets with parchment paper.
In a clean, dry mixing bowl, add the egg whites and cream of tartar. Using an electric mixer, beat at medium speed until soft peaks form.
Gradually add the granulated sugar, one tablespoon at a time, beating at high speed until the sugar dissolves and stiff, glossy peaks form. This should take about 8-10 minutes.
Gently fold in the cornstarch and vanilla extract using a spatula until just combined.
Divide the meringue mixture equally between the two baking sheets. Using the back of a spoon, shape each portion into a circle approximately 20 cm (8 inches) in diameter. Create slightly raised edges to hold the toppings later.
Bake the meringue layers in the preheated oven for 2 hours. Do not open the oven door during baking. Turn off the oven after baking and leave the meringues to cool completely inside the oven for at least 1 hour (this prevents cracking).
Once the meringues have cooled, whip the cream with the powdered sugar until soft peaks form.
To assemble, place one meringue layer on a serving plate. Spread half of the whipped cream evenly over it, then top with half of the fresh berries.
Place the second meringue layer on top and repeat with the remaining whipped cream and berries.
Garnish with mint leaves if desired. Serve immediately or store in the refrigerator for up to 4 hours before serving.
