Chill a rocks glass by filling it with ice water and setting it aside.
Place the sugar cube in a mixing glass and add cold water and Peychaud's bitters. Use a muddler to crush the sugar cube until dissolved.
Pour the rye whiskey into the mixing glass and fill with ice. Stir for about 20-30 seconds until well-chilled.
