Using a food processor, finely grind the salmon fillet and whitefish (or cod) fillet until smooth. Transfer to a large mixing bowl.
Peel and grate the onion and carrot. Add them to the fish mixture, stirring until evenly incorporated.
In a separate bowl, lightly beat the eggs. Add the beaten eggs to the fish mixture, along with the matzo meal, water, salt, pepper, sugar, and vegetable oil. Mix thoroughly until a uniform consistency forms.
