Peel and cut the potatoes into large chunks. Place them in a pot of salted water and bring to a boil. Cook for 12–15 minutes, or until they are fork-tender. Drain and allow to cool slightly.
While the potatoes are cooking, in a separate saucepan, boil the eggs for about 10 minutes until hard-boiled. Transfer the eggs to an ice bath to cool, then peel and dice them.
In a small bowl, whisk together the olive oil, lemon juice, harissa paste, ground cumin, paprika, salt, and black pepper to create the dressing.
Finely dice the red onion and chop the parsley. If using olives, slice them, and if including tuna, drain it and flake it into small pieces.
In a large mixing bowl, combine the cooked potatoes, diced eggs, red onion, parsley, and any optional ingredients like tuna or olives.
Pour the dressing over the potato mixture and gently toss everything together until all the ingredients are evenly coated with the dressing.
